Extremadura will regulate artificial intelligence to attract digital businesses to the region

«We want to declare of general interest projects that want to come to invest in Extremadura, and that have to do with artificial intelligence.» With these words, the Board spokesman, Juan Antonio González, announced this week the approval of the Decree Law on Extremadura Artificial Intelligence Strategy. With this regulatory framework, the region becomes the first Spanish community that has a regulatory plan in the field of artificial intelligence (AI). Within the community will be declared as “of general and priority interest” all business initiatives that involve this type of technology, with special incidence in the field of health, education, employment, tourism and agriculture. The regulation aims to give security to companies and take advantage of the labor possibilities that open for employment plaintiffs in the region with the arrival of these new business models. The strategy will be approved within nine months, which begin to count from the entry into force of the decree this Wednesday. The contents of the project, which will be prepared by a working group composed of representatives of several administration bodies and by members of the private company, will be in line with the national and European recommendations collected mainly in the Digital Rights Charter, approved in Spain in July 2021, and in the regulations of the European Parliament and the Council on Artificial Intelligence.

Automate processes in administration

In addition to attracting private investment, the Board plans to incorporate this type of technologies also in public administration in order to “favor the efficacy and efficiency in the provision of public services,” according to the decree. The official document summarizes the objectives to be achieved in three key points: greater efficiency in the management of procedures, reduction of public spending and benefit for administration employees, although it does not detail concrete measures in this regard. On the other hand, it is contemplated to increase the investment in training plans that help citizens to become familiar with this technology and include AI in the formative offer for unemployed persons. González said that the implementation of this tool will have a game in the next General Budgets of Extremadura. In addition, the processing aims to take advantage of the financing of European funds Next Generation. Apelating the laws of robotics and European regulations, the spokesman of the Board of Extremadura highlighted the need for technology to be “at the service of the human being and not to use the human being”. In that sense, mechanisms that avoid discriminatory biases and that evaluate the algorithms selection criteria will be launched, thus helping to implement “ethical” management of the data.
